Bought a used Tarot Master Not Working

Hello, New to the forum. I hope that you all may help.

I just bought a Tarot Master used for $20. It is missing the hopper, has key slot removed, and appears that the 2 right wheels are missing their wires. It powers on lights up and I was able to get it to make a few sounds but that's it. Each button seems to work as they light up on the main board when pressed.

Do I need a hopper to test further? Can anyone advise where to buy one? Or is this thing just toast?

I can post photos or any info that may help get thing working. All help is appreciated. Thanks!
