I don't own that particular Sankyo Victory frame cell but it looks from those 2 pictures that it is complete.

the 4 white spots on each side look they should have a light cover or something??

looks to be, yes.
If you look at the name of the game (usually in the upper right corner of the cell) it should be 新道路工事DX. The other is CR新道路工事SP.
The cash/cr thing is the only difference between the two.

That is correct, Dave Rob's dongle will not work on this machine for ball loaning.
