Your pictures show the rear tank and rail empty. Make sure its full. especially as there is a weight sensor at the top of the rail.
The machine otherwise works fine. The reels spin, music plays and it reacts like it's awarding balls, but they do not drop into the start bin.

The pictures I posted are older. The rear bin and rail are full and the ball stop is lifted.

I was having a problem with the balls backing up at the bottom of the playfield (circled in pic). I opened front part and a couple of balls dropped out from between the playfield and the rear electronics.
That cleared the jam, but the balls stopped dropping into the start bin.

Have you opened the ball payout area to see if there is any debris or any parts hanging up in there?

Well, I finally got to look at the payout area. I got most of the balls out and it started awarding balls, but that's all it did. It stopped dropping balls out the back, so eventually it ran out of balls.

I cleared the payout are again and now it backs up at the bottom of the playfield.

I think I need to open up the machine to access between the playfield and the electronics in the back.

Thanks for pointing me in the right direction.

your machine should lean back a bit.. that will help the losing balls exit the cell.. i forget the angle but 7 to 10 degrees should give ya an idea
