Anyone can own a silencer in the US. You have to pass an extensive background check and the transfer fees are prohibitive as luckydog mentioned, but if you have the money they are a nice investment. It means you can go shooting on National Forest land (in safe areas) without disturbing people or wildlife.
Actually, let me rephrase that. Silencers (or "suppressors") or not illegal under federal law, but ownership laws vary from state to state.
