Default Heiwa naniwa sakura fubuki needs help

I bought this 2001 Heiwa Naniwa Sakura Fubuki machine yesterday for $25 sight unseen.
I figured even if it is a total wreck selling the buttons alone would recover $25

The markings on the outside of the machine are all Heiwa but all of the boards inside are marked Olympia.

    So, the cabinet lights work.....
    And that's pretty much it.
There is a slight hum coming from the speakers.
The reels do not light up.

I have never seen a power supply quite like this one and do not know for sure how to do a full reset on it.

The read out displays do not light up either so I can't see any codes.
I can read just above 20 volts at different places on the circuit board so it is getting power to it.

When I drop a token in both coin sensor 1 and 2 LEDS light on the main board but nothing registers.
Pressing the spin lever does nothing at all.
The Max Bet and Spin and 3 Stop buttons that connect to this board do light their corresponding LEDS
on the main board as well.

    One more incidental discovery.
I applied 5 volts to the coin mechanism solenoid, and it did retract.
I accidentally bumped those connections with the back of my hand and felt a little jingle you wouldn't expect from 5 volts. It measured 24.2 Volts. When I removed the 5 Volt connection it measured nothing at all.
Is this a control voltage missing?

Any ideas that could be added to my personal ramblings would be greatly appreciated.
