Move to a different deputy service. It's probably picking up on an odd word. I've seen anime cels flag up a warning because they contained the word 'paint' in the description

You could just ask them why it's prohibited. Maybe the seller has blocked them?

no idea, just received the message, "we have confirmed these auction again and have determined that there is a low risk that it is prohibited for international shipping. Therefore, we have unblocked these auction for you this time"
i wonder if the phrase "short circuit" in the item caveat was the red flag.
