eBay. The more you buy, the less you will pay per ball after shipping. I have been buying mine from a seller named goldenstatetraders1 and have been consistently happy with the quality of their product, as well as their service. I buy 2000-3000 at a time and usually end up paying .04 cents per ball after the shipping charges are figured in. You may pay up to .06 cents per ball if you buy only 500, but that is still a fair deal.
Search for Pachinko Balls on eBay and you will see many options.

GoldenstateTraders1 is the way to go for the most inexpensive pachinko balls on Ebay. I have purchased thousands of balls from them. They are the best!
