Problem with new volume control

Recently I purchased a set of six volume controls for my Julie pachinko game. I installed them on my two speakers tonight and I’m not impressed. I need to adjust them almost to the high stop before I get anything and then the adjustment range is very small. Like all or nothing. Is this normal for these little things? Did I do something wrong? I've had the same issue myself after installing these on a pachislo, the "good" range is extremely small and fiddly. I'm thinking of swapping them for something else.

EBay they have a really good L pad for $23.00 100 watts impedance matching 300 watts in a waterproof enclosed box oh and 8 channels
