Fever Muscle: Does this CRT look to be failing

This is a machine I am looking to buy and I wanted to see if you think the CRT is messed up.

I have the same blue frame and my CRT is a bit scattered especially on a cold startup. For mine the two wire power line to the CRT needs adjusting most every play session. Seems to be some looseness in the connection to the machine frame side.
