Testing resistors is pretty easy. Unfortuatly the only way I know to test a capacitor is to remove it from the board.

You should be able to test the resisotrs and diodes including the bridge rectifier in the bottom right with the psu on a bench out of the machine.

Hmmm pretty certain it's not from the manufacturer. Someone may have noticed something there and did it as a preventative or
easy fix to a connection they found that was intermittent or faulty. May even be the current source of your problem.

It turns out that was only between the top half of those two. It was completely on the surface and peeled right off. I have no idea why it was there.
