Bally 5000 Plus No Start

I'm a complete newbie, first machine. I bought the machine dead, at auction said it would not turn on. When I got the machine home I found a loose ground wire, I got the machine to power up. The digital display reads 83, after reading the manual, code 83 is safe ram. So I bought one of the key pads on ebay and followed the instructions and it does absolutely nothing. I've attached a video of what it looks like, I guess I should verify this IS a safe ram error before doing anything else? I'm leaning toward the mpu board being bad, when I take it out and start the machine the buttons and top light up, when the mpu board is in, th ey do not light up. Any pointers for the next steps let me know! I'd appreciate it.
