Except I suspect it was a very amateur restoration on the playtfield.
They are kind of a cool concept as getting a ball in 2nd or 3rd place (spade or diamond) entices the player to keep putting money in to get the win. Balls in 2nd or 3rd stay there and taunt the player until they make a Win (heart).

I am unsure what happens if you have a ball in 2nd or 3rd, but then get another ball in the 2nd or 3rd slot. Does that ball count as a win? Does it get backed up? Does it count as a loss?

looks like it was modified to be cyclic..

Where do you see the modification?
