jackpot see-saw clock type arm gets stuck periodically

nishijin type b i believe, montreal olympics. sorry, i dont know proper terms or part names but when you hit a jackpot the ball goes down the certain schute and lands on an arm (clock arm looking) that gets weighed down to pay out your jackpot. Sometimes this arm will not get weighed down all the way and a ball gets stuck on top of the arm. this seems random and ive tried with different balls and sometimes it wants to work and sometimes it doesnt.

i just got the machine from a local auction and it was filthy and most of the mechanisms on the backside show signs of rust. My guess is something needs to be cleaned or lubricated possibly. Just not sure where to start

are there enough balls in the top hopper?? there is a low ball mech that will stop a machine exactly how your machine is stopping.. or it needs cleaning

if you have balls then clean it clean it clean it.. never oil..
