That first one is a Rose of Versailles. Very colorful and fun machine.
Here is a link to a Wikipedia about the Manga

Here is a picture of mine. In case you don't have a clearer pic of the one you are looking at.

And here is an original "Arby" manual for it:

Looks like they are both 2004 models

The Sammy one looks to be a version of the 2004 Popeye

    Google Translate

Cell design artwork varies between the different Specs as is usual with modern pachinkos, and a couple of the specs on that page don't have the pic showing, so not sure which exact one it is

I put my vote on Rose of Versailles. Nothing scientific. I just like the looks of it better.
I have not lost my mind. I have it backed up on disk somewhere...

If you can find the Japanese titles, It might be worth doing a search on YouTube for videos What ever you choose to buy, make sure you get plenty of balls, 500 minimum. Ideally 1000

The more the better some expand the rear tank to hold more balls or build cabinets with extra capacity.

I would agree. A thousand balls go quickly in Fever mode.

I have a Rose of Versailles (first type) as well. Its a beautiful machine, but I don't know if it would be my first choice.
If you are fan of the anime, then ok. Otherwise, the simple animations and the restrictive three reel windows kind of take away from the appeal of this machine.
It seems to get fevers pretty easy, but the animations seem a little repetitive.
I don't know how dry Oklahoma City is for pachinkos, but I think something a little more current would make for a better first machine.
I do not recognize the second machine you are considering, someone here might know.
An evangelion pachinko might be a good first. I had no idea what the evangelion anime series was all about, but I did know that Bisty put a lot of effort into the game.
Because of their popularity, and quantities made, you might be able to find an evangelion pachinko at a cheap price.
I got mine at a good price (Thank you, Chumsize) and it would be difficult to part with it.
I am not saying it is my favorite, (that would be Cutie Honey), just that it is a good game.

Checking Craigslist in Oklahoma City, I see that the other pachinko is a Popeye. I think you might like that one better. If it is fully functional, clean, and includes some balls, then the $99 price is reasonable.

Heres a introductory video about a pachinko, featuring the Popeye pachinko.

Unfortunately, Rose of Versailles videos ( the first version) are kind of hard to find.
