Default Bellco Pachislo won't power up

Hey guys, I'm new to the hobby (as of 2 days ago!) and am having some problems. Purchased a Bellco Digi Flush from the flea market yesterday. Seller told me up front it didn't work. Said he bought it while stationed in Hawaii and loved it. Relocated to Georgia and didn't have room for it so it sat in his garage for a couple years. Next time he plugged it in it didn't work. That's the story. I brought it home and cleaned it up, externally it is gorgeous. The inside isn't really much worse aside from some corrosion I had to clean up. I plugged it in, turned the power supply unit to on and as expected, nothing. No lights, no sounds. I build computers for a living so I figured I'd grab my voltmeter and see what I could figure out. The 120V to 24V transformer is putting out 28V to the PSU. Next I opened up the PSU and got some more readings.

    With PSU Switch OFF:
28V going into the "Noise Filter"
28V coming out of the "Noise Filter"
26V at the point where the contacts from the switch meet the circuit board
0V at the point where the contacts from the fuse holder meet the circuit board
0V across any contacts exiting the PSU (to Pachislo circuit boards & devices)

    With PSU Switch ON:
    28V going into "Noise Filter"
28V coming out of "Noise Filter"
0V at the point where the contacts from the switch meet the circuit board
0V at the point where the contacts from the fuse holder meet the circuit board
3.2V at multiple points on the 12 prong contact (to pachislo)
54.2V at at least one point off of 16 prong contact (to pachislo)

    Pictures Below

Does this sound like a PSU issue? You guys would know a whole lot better than I would. If it isn't a PSU issue, where do I go from here?

Well, It sounds as if you are comfortable using a volt meter, checking things. But when it comes to trying to figure out Power supply problems, it's pretty tough and will probably be beating your head against the wall shortly.

I've been in the same boat as you, trying to figure them out. Of course, I'am guessing you checked the fuse. If the transformer is putting out 24V+ and the Power supply is not powering up, (and the fuse is good), more than likely the PSU is no good,
What if...the HOKEY POKEY, is what it's all about?
