Does that mean modify a PS2 to play Japanese games...or a manufactured for Japan PS2, which probably needs to be modified for US (or wherever you live) current?
Now that I reread what I posted I can answer it myself...YES! How is a PS2 modified to Japanese? Easy...or tricky?

i don't think there is a soft mod,

you may need to add a special chip and maybe a toggle switch to disable it for us games

if you block all 3 sensors some games can be made to work with swap disk
