Ball Jam with Star Wars Pachinko

The balls in my Star Wars Pachinko are no longer firing. I have traced it to a box that seems to be the gatekeeper of the balls and is not letting them buy. See picture, what this box and how do I fix it. Please see pictures below.

How did you notice that they are not dispensing?
Have you reset the machine/payout mechanism?
Have you checked/cleared any possible jams in the upper hopper ???
