I watched the video, but it's hard to tell because it's not filmed in relation to anything else except the darkness. You can't gather size, or speed or anything else because of this.

But if you watch it, clearly the red blinking light is suspended below the three white lights, and the rotation is not consistent. It makes it plausible that the red light is on the basket of a hot air balloon and the balloon is slowly rotating.

My guess, anyway.

Just too hard to say what it could be.

Too bad the guy filming didn't have one of those 1 million candle power hand held spotlights and shined it on the object.
I would love to see that happen one time in one of these nighttime UFO films.
