Yes thats an old scam. It is some what true. The area code 809 can have a termination charge but i have never seen it that high. the normal is about $9.99 a minute. there are several other area codes that are very close to US area codes that do the same thing. Simple thing to do is, if you don't know the area code then google it to find out where it is.
Oh the reason i knew about this is i work for the phone company & have looked into this before.
