Paypal will always address you by name in their emails not 'paypal member'.

It's a easy as never clicking a link in an email. Go directly to the paypal site from your browser and you'll be fine.

I wish there was a good way to find and nuke these scam artists!

I get those all the time. If you look at the source code for the email you can see the real address that the link would take you to. The one shown to you in the email is just a label for the link, made to look like the actual PayPal address. Once you get the real address you can do an IP search and can usually pinpoint the general area/country where the scammers are. Personally all the ones I've bothered to trace back have all been in Europe...usually from one of the ex-Soviet countries.
Once I managed to trace back to one of the creep's personal web page. It was a 18 year old punk studying Comp Sci. in Ukraine. It had his and all his friends pictures and he was boasting about past scams and pirating. I left some real "nice" comments for the kid. I gave the info to PayPal, but I doubt they ever did anything about it (or could for that matter).
