If the seller is in Texas it is probably the person that Dan Welch restored machines for that is now getting out of the hobby. Dan posted in a Facebook group that the seller had 7 or 8 machines and they were all $850 or something like that. Probably trying to recoup their costs, but would do well to tell people that the machine is "professionally restored" if there is such a thing. Still not many people willing to pay that price even if restored, but you never know.

I think you're correct, a couple of the machines have "Magic Pachinko Restorations" stickers showing on the back of them.
