Yamasa 777 big chance machine stuck in payout mode

I am trying to repair a Yamasa 777 Big Chance Machine. When I turn on the switches, everything seems to turn on correctly. However, it appears to be stuck in payout mode. The coin hopper just spins constantly and any coins I add spit out continuously. Also (which may be related) the tokens just fall through to the payout bin when I drop them in the slot. When I turn on the machine the magnetic switch that directs the tokens either to the payout bin or the hopper switches on then almost immediately clicks off. It also clicks on briefly when the machine is turned off. I have tried to reset the machine, but I have not had any luck. I would appreciate any guidance to address this.

Was it always like this or did it just start doing this??

Make sure there isn't a hopper dump switch that is switched to on!!
