Pachislo Juggler hopper not spinning.

Hello! New here, and just got a Juggler machine as a gift. Some lights are out, not a big deal. Works great, except for the hopper. If you hit the payout button, or exceed 50, it plays different music for a few seconds, then I get an HE error code. The issue is, the mechanism doesn't even try to eject coins. It doesn't appear to be jammed. I can spin the dial with pressure. It's not free spinning, but it spins. The guy who owned it before said "when it works". I'm not sure if the power supply is bad, or the motor died, or if I'm missing a connection or what.
I went through, found loose cables and plugged them in. Scraped the metal plate the hopper sits on and bent the little leg down to make sure it connects. Believe this is a ground. And ran through everything I could. I don't have a way to bench test the motor in any way on its own currently though.
There is strangely a green wire screwed to the top back of the power supply and its been severed. Can't tell if that's meant to be there, or was part of a mod that was removed.
If there's any other information needed, I'll gladly give any info I can
Just looking forward to getting the machine in proper working order.

I tested a hopper once be connecting it to a car battery. Just to make sure the motor had the power to eject tokens. In my case it did and the fault was traced to the PSU box.

If memory serves me correctly someone else had the same issue a few months ago and found some fault components in the PSU. Swapped.them out and fixed the problem.

Yea, I actually just completed a 9v test. The 9v does make the mech spin. I tested the wires, and all seem to be good as well. So I'm assuming it's the psu having issues. I opened it up, but can't really figure out what our how to test inside of there.
