Replace the transistor along with the c10 capacitor ( 1uf/50v tantalum). That should fix it. The c10 shorts out and burns up the transistor which is a 5volt regulator.

Thank you guys! That is exactly what I ended up doing. C10 was the culprit. Alls running as well as can be expected for a 21 year old machine.
