The problem I am having is, when I load the hopper it immediately pays out. It does keep a few balls in and they build up a bit when I put them in one at a time.

The machine is most likely cathing up on past payouts. Once the low ball lever has enough balls to activate, it makes the payout. You can do a reset if you wish to stop it.

I thought about that, but I figured unplugging it would help? It didnt.

Not sure for your game, but most have a tiny reset button located next to the power switch. Switch power off, hold down reset button and power on the game. WORST case, keep filling the payout tray till you catch up

if ya cant find the reset ya can just keep filling the top hopper and it will get caught up on the payout... eventualy
