The cogged belt does sound interesting, a wrap of rubber on the pulley would make it 'stickier'. Perhaps a smear of silicone rubber.

I was just trying to keep it as cheap and easy to build/obtain parts as possible. Plenty of used lawn mower belts out there New ones can get pricey.
