Has any one ever gone to Chuck E. Cheese with the kids and taken a good look at the "skill" games? Heck, the mall arcades for that matter. You buy tokens, put token in machine and try your luck. machine spits out tickets based on how well you did. You trade tickets for cheezy prizes just like at the pachinko parlors in Japan when your done.A lot of the games have a light running around a wheel, and you have to push a button to Stop the light. The number it stops in front of is the number of tickets you win. How is this any different from pachinko or pachislo?Heck, if you had the pachislo machine spit out tickets instead of tokens when you win, I see no difference as long as the prizes are non-cash. Too bad the Government doesn't listen to logic.
