Tropicana Macy - Universal 1992 - Reels wont spin

New member here. Just picked up my very first Pachislo machine. I have an issue with it that I am trying to figure out.
The reels won't spin. All the lights light up.
It accepts the tokens and credits the excess coin-in. When I push down on the knob, there is a clicking sound from the reels and that's about it. But then I have to reset it again. I checked the fuses, they are all good. I re-seated the cables and cleaned the contacts but I am stumped what to do further.
It is a Tropicana Macy circa 1992. The fellow I bought it from was selling it because he couldn't get the reels to spin. I do not think he knew how to reset it either because he said he didn't know what the "second" key was for.
After I push the knob, there's a brief clicking sound, kind of like trying to start a car with a weak battery.
All the wires look to be connected. I am not sure how to remove the reels. I do have an old Bally slot machine and those reels easily release and pull out.
I really would love to get it going again, I am thinking it might be something minor, but who knows? Not an electrical wizard here so any advice in layman's terms would be so greatly appreciated.
