Default IGT Belly Glass lamp not working

There are two flourecent bulbs in the machine. One above the reels and one below in the belly glass. Both locations have seperate 'starter circuits' that work indepently to light the bulbs. The upper lamp would not light on this machine. I swapped bulbs and the top remained unlit. I swapped the starter circuit 'box' and the problem moved from the top to the bottom lamp. Therefore I have determined the problem is in the starter circuit.

The starer circuit 'box' has Tabuchi H8W-INV001 printed on the circuit board. I've included a photo of the starter circuit box.

So.. how expensive are these components? How difficult are they to fix? I have some basic electronic skills and a digital multimeter and soildering gun so I am dangerous and sometimes effective. If I was to try and fix it myself, any suggestions on where to start first?

Thanks in advance for any help!
