Please help Identify this Vintage machine...

Hey all,

I swear that I have seen this particular machine before, but can't find it again (figures!).

The pictures are below, and someone from my area is selling it - I offered them $30 for it (they asked me for $80).

Here's what they told me (apparently, they were yelling at the time):

"IT IS A LITTLE DIRTY AND DUSTY. DON'T KNOW IF IT WORKS OR NOT. IT HAS NO KEY. I THINK IT IS FROM THE 1093'S TO 1960'S NOT SURE. IF IT DOESN'T WORK THEN IT COULD BE USED FOR PARTS. I THINK IT IS JAPANESE OR CHINESE. THAT IS ALL I KNOW ABOUT IT. ALSO HAVE THE STEEL BALLS TO MANY TO COUNT AND THE PAPER WORK ON HOW TO PLAY"
