Sanyo Comet II-- please help identify part

Hello!

After learning my Nishijin B inside and out, I am now trying to repair a Sanyo Comet II that I got practically free due to the fact that it doesn't work.

Can someone tell me what the white, rotating double-pronged doohickey in the following picture is for? This is in the upper right side (from the rear), at the end of the first ball ramp. It is in the up position now. When it is in the down position, it stops balls from continuing down the ramp.

Ball shutoff so the machine can be serviced without the balls being emptied.
