    Two things:

First, scan for adware/spyware. A lot of times these things proxy your connection and cause odd web browsing behavior.

Second, have you tried a different browser than IE like Firefox? Not that this is a solution but it may help find the cause.

If you're not particular about your browser settings have you tried to default them all?

Also, do you have any firewall and/or parental control software installed? If so, what kind?

This really sounds like a problem with a proxy or firewall. Connection refused generally means the port is closed somewhere between you and your destination.

Try Tools: Internet Options: Advanced and press the "restore defaults" button. Again, you may want to refrain if you have some particular settings. I'm starting to go down the same road as Dalto, though, and wonder if it's a proxy problem.

A proxy could cause this, I used to have problems like this all the time when I had Norton Internet Security running on my daughters computer. It proxied all the http/https connections and would randomly decide to refuse some of them. I would restart it and everything would work fine. I have also seen poorly written adware do this.

Hmm....are all the web pages you CANNOT hit secure pages?(strat with https://)
