That's Saijo Hideki, an "idol" singer from the early '70s. Here's a more recent, less-Donnyish picture of him promoting his machine:

As with many other machines, I assume this machine was released for the nostalgia. BTW, the name of the machine can be translated as "Hideki In Your Dreams".

It looks like he has had albums out from 1972 to 2003 and Donny has albums out starting in 1971 to 2005. Are we sure they are not the same person?
