It's legal as long as winning money isn't involved. You might know already but there are pachinko and pachislo machines in arcades/ game centers in Japan. From what I have seen, this law is not too strictly enforced as I've seen parents bring their children into parlors all the time.

That's a really funny picture though; I've seen guys selling bread, fruit, clothes, eggs, ramen, etc. from trucks or bikes but never a roaming pachinko parlor.

I doubt he's selling the pachinkos more like a roaming arcade if anything. Tho I imagine if someone would wave a few thousand yen at him he would let one go
