I think the point is that (in most states, anyway). devices converted to money rather than tokens makes them into gambing devices, which makes them illegal (heaven forbid we don't give our Legislators [freakin' thieves] their cut!). There is also the question of whether or not (because they are ultimately governed by their computers as to where they will stop) they are truly skill machines rather than slot machines (& Legislators would LOVE to get their nebby little noses into this issue).

as to legality
in most places it illegal to sell a machine that accepts coins
the conversion it self is not
its similar to taking the cat converter off your car
as long as you dont try to sell the car without it its yours
and they dont care
its when you sell it and you dont put the pipe back that you can get it trouble
