I believe item is actually closer in DNA to a hybrid pachislo and pachinko machine. I've seen these in Japan before: the rom is a pachinko one, the title is "Komonchama 2" (Donky is the cabinet manufacturer) a 10 or so year old machine but there are no actual physical pins or balls. The buttons seem to suggest that you can stop the reels manually a la pachislo. Those types of machines are amusement devices that you might see in an arcade/game center.
