yamasa playboy max bet only

I just acquired a Yamasa Playboy and I can only spin the reels by using 3 tokens. It seems to me that I should be able to bet one token at a time. There is a bet button that will use one token at a time but the spin knob won't light up until three tokens are bet. Any ideas?

Most pachislos the last 20+ years have been Max Bet only, but for many years companies used the same cabinets for both types of games with working 1 and 2 bet buttons even though there was no point to them on the Max Bet machines..

So it's most likely a Max Bet only machine!!
