It looks to me like a Fist of the North Star pachislo. Its an Anime series from Japan. And also a game.

It's actually a bank that I got on ebay and shipped over from Japan. It is a Fist of the North Star. It is a little over 6 inches tall. The wheels spin and the stop buttons do work. Would be really cool if it had lights. Was surprised by how detailed it was.
