Cant give you an exact answer here, as they are usually just a visual sign that the machine is doing something or other in its operations.
The 3, 7, or 16 Lamps will light up accordingly to how many rounds your Bonus will pay. Some light up if you have spins stocked on video pachinko.
Very occasionally, machines will have a light that comes on when the machine is in a secret high payout (潜伏確変) mode.
