In that case, it’s not cyclitic, could be a bad payout motor or bad cell (not sending signal for payout) I’ve got a cell that won’t payout for some mysterious reason; swap the cell and the frame starts paying out just fine.

Best course of action would be find a member with same frame; see if they would let you swap your cell into their known “good” frame, if that works then you know it’s the payout system on your frame; then maybe try to temporarily swap in their known good payout motor and see if it works.

I assume you’ve tried a full reset right? The little reset button you hold down while powering on the machine? That should temporarily clear all errors, unless something is disconnected; make sure all connectors to the payout motor are secure too. Good luck! These sorts of problems are a pain to deal with but most of the time can be sorted out, soon enough you’ll be a certified pachinko repairman!

On the Lord of the Rings if the balls from the top hopper are draining out of the back then there is a semi-transparent green 'switch' on the ball path from the hopper on the back of the machine, just to the right of the metal ball stopper fork. Slide the switch to the left to dump the balls out the back, slide it to the right to route the balls to the payout motor.

So all you need to do on LotR is find this ball dump switch, and slide it to the right until it clicks. It's labelled 'Ball Drain Lever' on page 005 of the Victory frame manual Hanabi linked to.
