Default Troubleshooting fuses. What do I need to try

So I’m trying to get this Red Lions Pachinko machine going. It’s a 1989. Machine powered down from a blown fuse.

Popped in the new fuses from the mail today and all three of them popped. So what’s going on here?? A 3A 250V fuse isn’t going to work for a 3A rating??? Here are the two fuses - original on bottom.

    Does anyone have any ideas??

Just my two cents worth but that transformer looks a bit rough, like there was some water corrosion across the bottom wood plate. I can't help but wonder if the transformer has gone bad on its inside. Do you have another transformer to swap and see if the problem is still there?

The fuses look on the output side of the transformer, so a short there in theory shouldn't blow the fuse.
But first thing I'd do is tidy the wiring.

I was thinking maybe I’d get another transformer for it. But unfortunately I don’t have another one available to try out. I guess I could look into buying one online?

And I was thinking those end caps looked a little risky.....I think a good solder job might be in store.

Still haven’t figured this thing out, but I intend to.
