Default Three Star Nagoya Center Tulip

Hi, I've recently started work on repairing a vintage pachinko machine and it seems to be well in order except a few things. Anyhoo, the center tulip had some terrible jamming happening to it so I unclogged it by removing the tulip. I got all the balls out of the general area then I started investigating the tulip and I noticed that the mechanism to open and close the tulip was bent out of place, so I bent it back. It's seems to work much better now but there are still issues. First off, when the tulip is in the open state, and a ball goes in through the the sides, it closes the tulip, and the ball is stuck under the pitchers, but you cannot open the tulip again with a ball going down the middle, is this normal? I thought that it was strange so I took off a working tulip and the bottom part of the leaver is slightly curved and let's the ball run through. On the weird tulip however the bottom part of the leaver has a lip on the tip which prevents the ball from going anywhere, is this normal too, if so what's it's purpose? What should I do? I was thinking to just snap the lip off, which would let the ball pass freely but I'm scared that this would just screw thing up more. Thanks!
