Default Nishijin b 1973, jackpot inconsistencies

I am a newbie and this is my first pachinko. I got it used, not working. It had a lovely cherry skittle jamming up the works. I cleaned out everything and shined up the chrome.
I don’t have a lot of balls yet, but I have enough (that I cleaned) and tested my machine and I have to clear every other jackpot. The “paperclip” part is fine, but the plastic part around it has broken and was glued together by a previous owner. Could the rough interior of the plastic piece be an issue as the balls tend to back up there, or that the lever in that area is not calibrated correctly?

Any other ideas? I have not touched the tulips. It tends to happen more when the tulip is closed.
Trying to attach a picture of the broken piece. I can’t add the picture...
