So another nishijin recycle and a mizuho. The nishijin has a hard to hit center feature, but when you do, all tulips open and the wheel spins.
I can't figure out how to get the plastic cover off of the ball feed to clean it the last pic shows what I'm talking about. There looks to be a screw or indent just at the corner that is holding it shut. Just left of center of photo..
The other question is about the wiring on the mizuho. It has a plug. What needs connecting to 9v power?

As far as the plastic cover. Are there any screws holding the entire assembly in place? Maybe another picture please?

For the power, trial and error are easy enough.
Remove the bulbs and make sure they work by touching them to your 9 volt. Re-install functioning bulbs.
Using solid wires connected to your 9 volt, push into plug until the bulb lights and the switches function properly.
Those are the two wires you want to splice to.
