Sounds like your just describing the normal shut off.

The lower tray has a counterweight so when balls push it down it stops the flow of balls from the upper tray. When you get a whole bunch of payouts the balls will roll off the counterweight releasing more balls from the upper tray to fill the lower one. Also remember that you shouldn't fill the lower tray all the way full. If you do then any lose balls that come from the playfield will be directed to drop out of the machine. (Near the bottom of the frame where there is a circle cut in the bottom wood.)

I will check it later tonight. I have to be on a call all night for work so willbe cleaning another machine and will take a look when down there. If it is that, it is sticking because all the balls when they first ran out the bottom that entered the lower tray did not send more down from the top. Either that is dirty and sticking, or dirt in top tray is preventing them from moving. It could be both as it is dirty and then some all the way around.
