Do you have enough coins in the hopper to pay out?

If your hopper is full then it sounds to me more like the optical sensor isn't seeing the tokens come out and making the machine go into fault mode. I'd remove the hopper and check to see if the plastic lever that blocks the photocell is working. Might be worth giving it a clean with a q-tip. But do it gentlely then check the wiring back from the hopper. Removing and reseating plugs can solve some issues.

I'm no expert on slots, But I can give some generic advice.
With the power off, Empty, unplug and remove the hopper, There should only be one plug, But there might be 2.
Trace the wiring back to the hopper, One set of wires should go to the motor, The other will go to the optical sensor that counts the tokens as they leave the hopper, This is normally done by the coin pressing against a plastic lever that then breaks the optical sensor. The sensor is only small and looks like 2 dark plastic towers about 3/8 " high, Moulded as one in the shape of a U. Might look a little like this one pictured. Remember it will be fitted to a circuit board.

Clean this sensor using a moist Q tip, with a little glass cleaner.

Also with 1 token in the hopper. Turn the dial at the bottom by hand and watch the sensor. Make sure that when the token gets spit out, that the plastic lever passes through between the 2 towers.

If it does, try it again now its clean, If that fails, you will need to replace either the whole hopper or if you can find a good electronics shop (Not Radioshack) and be good with a soldering iron, You can replace the sensor.
