You have any more luck with this? The pot recessed in the yellow marked hole has those wires that run to a connector saying "touch" (タッチ)... so that definitely controls how much contact you need to make with the metal ring for it to shoot. I had a machine with this same frame for about a month last year. The other knob is shooting strength, though they sort of work together, if memory serves. Adjusting the "touch" will have an effect on the strength, so adjust that first. Turn it (CW or CCW? not sure) until the machine starts shooting on its own, then back it off a little bit (maybe 1/8th to 1/4 turn). Then it should shoot when you touch it. Adjust shooting power to your liking.
If it still won't shoot unless you touch metal on the machine, even if touch is all the way up, then make sure the metal ring on the shooter knob is making a good connection to ground. The connection, and grounding wire (if used) is usually right at the screw that attaches the knob cover to the rest of the shooter. It will be a bit underneath...
