1991 Aladdin II - Troubleshooting-Restoration- reels not stopping

Hey, I've got an old Aladdin II that i'm fixing up and restoring. I've had it working but it's up and down. I mainly rebuilt the coin dispenser assembly, and cleaned up all the connections. Replaced lost key switch with Toggle switch for master reset inside. The current problem i can't seem to kick is the reels not stopping intermittently.
Current checks i've dug through:
- the buttons appear clean and working properly.
- the Joystick only has 1 micro switch to trigger start and seems fine.
- Fuse is fine on the stop board.
- cable between front board and main board connection seems good, and routing is jacketed so would be a big cleanout to check for breaks, but when "wiggling" cable it has no effect:

Machine state when problem occurs:
- i drop in coins, and it registers.
- i pull the start joystick and reels start
- then the one thing i notice is the stop lights do not light, and the reels continue spinning.
- the the center reel while spinning hesitates occasionally while moving.
- the machine is basically stuck like that until i power off, turn on reset switch, and hold down toggle beside it and power on at the same time. then it resets to "normal". startup state.

Any ideas what i should do next? i don't know what sequence it does checks before firing the stop lights and enabling the stop buttons. anyway, any help appreciated!

i just plug in my Aladdin 2, my left wheel is spinning and i have a EE on the face and E6 on the right side. the Hopper is running... so how do i reset it... i do have the keys to it... any ideas?
