Wow. That is.... different. Someone had some good painting skills too bad they didn't try to make it match the background at all.
I'd think that $50 at the most if it is all complete. The wood frame can be fixed easy with some sanding and a new coat of stain.

Those accents look like they might be decoupage or decals (we used to sell those at a craftstore I worked at in the 90's)they seem too perfect and detailed
you just might need to sand them away with the paint,
$275 is way too much for it though

I would agree $50 - $75 max and plan on a lot of sanding.
