The "blue arrow tab" is integral to the see-saw. There is some fancy bending and cuts that could not have been done in the field, so I think it's original.
What I think is key to the conversion is the "red arrow cover". The way I think it worked originally, is the second ball would hit the "blue arrow tab", then roll towards the camera, out the opening signified by the green arrow. This would allow it roll down to the hole. The "red arrow cover" blocks that opening.
